Come on now, you are talking about ideas that are not even close to reality. There are zillions of hurdles to go through for high power in-wheel drives before we can talk about products:
1. safety, fail-safety;
2. unsprung weight; i.e. ride quality
3. durability after being washed over by road salt water for a few years
just to name 3.
The issue with emergency braking is electric motor capacity; i.e. how thick the wiring, etc. A motor that can turn only 1kW electricity to mechanical energy can also run in reverse and turn a little over 1.34hp to a little less than 1kW of electricity, not much more. A car that can do 0-60 in 5.5sec is reasonably impressive if priced under $40k, but a car that provide only 640hp braking power and takes 5.5sec to brake from 60mph to stop would face law suits for killing people with its long braking distance/time.
