CO2 dissolves into sea water, and eventually lays down in the in lime stones at the bottom of the sea/ocean. Lime stone slabs are subducted into the earth's mantel (the molten layer under the crust), where the high temperature and high pressure (resulting from nuclear element decay inside the earth and earth-moon binary tidal force) turn the mix of lime stone and water into hydrocarbon.
