No doubt, but they are currently encouraging it ..... with many incentives - see link to interactive map of incentives by state. The federal government is currently offering a $7500 tax rebate (yes, you have to be making enough taxable income to take advantage of this, so Warren Buffet will probably continue driving his Cadillac DTS), but this is planned to be phased out after 200,000 electric vehicles per manufacturer. At the current uptake rate, this is optimistic and will take years to get to, so I think that I am OK for now - we'll see where this stands in five years or so.
[Current uptake from Wikipedia: "As of 31 August 2013, domestic sales are led by the Chevrolet Volt plug-in hybrid with 46,452 units, followed by the Nissan Leaf all-electric car with 33,635 units, the Toyota Prius Plug-in Hybrid with 19,572 units, and the Tesla Model S with over 14,000 units."]
Perhaps the federal government has a big-picture vision and sees potential savings in other areas by encouraging electric vehicles, i.e. cleaner air lowering health care costs, lower military budget for maintaining the status quo with oil producing nations, eliminating billions in subsidies to oil companies for "exploration" credits, etc. Of course this doesn't provide the states with gasoline tax revenue for road infrastructure.
