Justin brings up good points. I can't remember where, but fairly recently read an article where a GM engineer basically complained about the narrow focus on displacement and not overall engine size, weight, complexity & cost… all of which is why GM stays with the pushrod 2-valves per cylinder and hasn't moved fully to OHC & 4 valves per cylinder…. because the pushrod with the single cam in the middle of the V makes for an overall smaller, lighter, simpler & less costly engine…. especially when they also use the same basic design & components across a very large base of vehicles including trucks & SUVs. If they want more power they just up the displacement as much as the block allows them.
Considering all the trade offs it's an actually fairly elegant design & application…. and that is speaking as an engineer (albeit an EE).
I'm guessing a lot of the European move to a straight power/displacement strategy has in part to do with taxation on displacement, and applying that technology across the board. And its also a fairly easy, even if not completely practically accurate, method of making comparisons.
