This is a bit of a reach, but right above the passenger footwell and behind the glove box is the engine control module. This module is accessed from the cowl by unbolting a large rubber boot covering the ECM and the connector. If that boot isn’t properly seated and sealed against the cowl it could leak. Have you removed the glove box and looked for leakage behind that?
