I think the first step to ascertain the situation would be to remove the wheel and fender liners. If there is rust and or peeling wax seal along the rear seam midway up in the fender, that is a problem. If not, clean and spray the whole fender with rust check and move on. It would be worth also removing (or at least loosening) the fender body panels and spraying rust check in there and in any holes there. The rust happens from the inside out, so ideally one would get rust check sprayed in the inner cavity that is basically impossible to access (rust check creeps, so just spraying in there with a straw via a hole will probably be enough). And that access is going to be the worst part of doing a lasting repair with por15, or even welding imho...
