If you want an alternative to welding, POR15 makes an epoxy putty that is supposed to be useful for gaps and small holes. They claim it hardens to the point you can even drill and tap it and doesn’t shrink like some fillers. I think if you brushed and ground off as much of the rust as possible, cleaned and degreased the area, applied the putty and finished with paint like their rust preventive POR15 paint, you would have a good waterproof repair. You will have to decide if this will be acceptable on a long term basis. I have talked to some folks who have done a lot of restoration work in Saabs, and they use POR15 products, although they said their choice of products depends upon the particular problem. Do you think the rust was “normal” for the age of the car and the salt exposure or was it more of a result of clogged cowl drains? I cleaned out the cowl on my 2000 9-5 that has needed rust repairs, but the cowl area showed no corrosion.
