Yes, both cars are "rated" as having 200hp. Torque is a different scenario. I cannot recollect, but am assuming that the differences might be printed as such in the owner's manual (I don't have mine in front of me right now).
In any event, a stick CSE does have more torque than an auto CSE. Whether or not it is presented this way in manuals, it is true, and is evidenced by the fact that torque is limited in the auto-equipped CSE's. Does this mean an auto CSE does not truly put out exactly 200hp, or that a stick CSE puts out slightly more than 200hp? I have no clue.
I do not think there is anything special about an auto '98 other than the few Aero "goodies" thrown in from the parts-bin. It is the same, mechanically, as a '97 auto CSE.
