For me it's hard to go by the stats circuit city lists due to the lack of info. The amp is stated 100 watts a channel however at what distortion level? Onkyo makes real;ly good stuff so they wouldn't fudge the numbers like a cheaper manufacturer would. For most people 100 watts is more then enough & I would be more concerned about the options the receiver has like a sub out & the # of inputs etc.
Theoretically you will get better SQ if the receiver is not a surround sound receiver however most people probably couldn't tell the difference. For my system 95% of the time I do not listen to teh system in surround sound mode however anytime I watcha movie I listen in surround mode. Movies are so much more enjoyable & with my receive I did not sacrifice SQ with the added electronics. Go listen to a surround receiver as well as normal 2 channel receiver & see if you can tell the difference. If the money isn's to far off & if you will keep the stereo with the TV I would get the surround receiver. That is unless the surround receiver sounds like crap :o)
Also remember that at circuit city & a few other stereo shops the prices are usually negotiable. Usually 30-40% off SRP is the shops cost on receivers however with speakers usually it's closer to 70% off. So possibly you could negotiate a package deal if the sales person is motivated enough.

BIC Venturi speakers SRP $1600 a pr -- store/my cost was $370 a pr :o)
