Where I live, immediately north of Chicago, there is practically no undeveloped land. What people are doing is buying old houses and tearing them down to create a "new" lot. I believe that the actual teardown process costs about $20-25K, but I'm sure this varies by area/size. There are several advantages to this:
1. You can get a "new" lot in a developed area.
2. Utilities and streets are already there, connections should already be in place.
3. You may be able to reuse part of the existing house (partial foundation, chimney, etc., saving a lot of money. You don't have to do a complete excavation.
4. There are various advantageous "grandfather clauses" for reusing some/all of the foundation, i.e. you can build closer to the lot lines than for all-new construction.
Somtimes a run-down 40s-50s house is sitting on a great piece of land. I'm not sure where in NJ you plan to look, but this might an idea.
