If you are getting this much moisture, I would look for a better way to mitigate it. A dehumidifier is not an answer in my book. It is too noisy, eats TONS of electricity, and you have to dump the water somewhere.
Having said that, our house has a full finished basement (2,000 sq ft) with windows on two sides and walkup. The basement at the back is about 3-4 feet deep. It is all finished, carpeted, and AC'd. Proper AC is the only way to go. Humidity is not any different than the rest of the house. Most of the electronics in the house are there and we have not had any problems.
I would look at finishing the unfinished part (moisture barrier,studs, insulation (foam), and drywall. I would also make sure proper ventilation exists there as well, and also AC.
