and all I did was frame the walls a couple inches in from the foundation, and put in a plywood floor on some treated 2x4's laid on the 4" dimension as sleepers. The walls are sheetrocked, but the gap on the walls and under the floor lets the moisture move by convection. I have a dehumidifier that runs a lot in the summer, and this works fine. Three computers, three printers, a copier, scanner, external hard drives, router, phones, TV, VCR, etc., all live here year round with no issues at all for seven years.
The enclosure you are building is subject to the "climate" of the room it is in. If the room is in good shape, then overbuilding and over insulating the enclosure is not necessary, and can even be a trap for moisture.
