True, but the problem is that it is near impossible to watch a movie o get work done with a dehumidifier around. And the humidity has to be removed. So, the real answer is higher than that. Air conditioning just the basement in its own zone is not the answer either (we ran into this problem in my last house, end up with 65F basements in the summer)
I spent quite a bit of time discussing the issue with a few HVAC contractors. What seems to work for us is to have a zone with the basement and 1st floor and adjust registers as needed every season. In the summer the basement is cool enough as it is, but one needs to run a bit of AC to get rid of the humidity. In the winter, little heat is needed compared to the rest of the house. So, again adjust registers as needed. If the place gets stuffy run the fan only to circulate the air.
The other issue is size. If the basement is relatively small or has small rooms partitioned off, you will feel the chill / heat MUCH more than you would otherwise. We addressed this by making much of the basement a single room with functional areas separated but not walled. Two rooms are partitioned off (my office in the command bunker and an excercise room). The main media / family room / party kitchen / etc is well over 1000 sq ft. Open rooms and lots of air flow do help.
In summary, you aren't likely to solve a problem permanently with a room size dehumidifier. You have to first figure out what level humidity we're talking about, and how it comes in. Combination crawl space / basement homes seem to not work as well in this aspect, our last house needed lots of dehumidifier help because of the crawl space (we ended up putting a drain system / pump) and added vents. Thesolution lies in a well balanced HVAC system, and judging from many of my neighbors' houses (similar size and scope to mine) not everyone looks at these details.
