Agree and disagree. The dehumidifier is definitely loud and if not installed so that the water can drain it is a pain to empty. AC will eat more electricity and will probably also not run very much if it is on its own zone on a basement or if you put it on the other zone, your basement will be freezing cold. Also remember that the spring and the fall require dehumidification and I doubt that you'd be running the AC then.
A dehumidifier is basically a small mobile air conditioner but it also creates heat because the compressor right there.
