I do not think there is a certain brand who we can claim makes the best engine, they all have their good/bad as well as being built for completely different types of use.
Take Honda who gets lots of HP per liter however their complete lack of torque does not impress me.
BMW makes great stuff however their pricepoint is way out of my pricerange like the v10 m5.
If it was simply the best engine with no regards to $$$ for maintenance/cost new/etc, I would say the F1 derived ferarri enzo engine or possibly the carerra GT. The 1000+ HP veyron I do not beleive can be considered because it hasn't reached production due to numeorus problems with cooling the engine as well as aerodynamics of the car.
Then again, there's also the new Z06 vette, 7 liters & 500 HP/Torque for 1/2 the price of a M5 :)
