Depends on how you define "best."

Smoothness?
Horsepower per litre
Max horsepower? At what RPM?
Torque? And at what RPM?
Engine management systems?
Exotic valve trains?
Fuel economy?
Durability?
And for what purpose? The "best" engine for a performance sedan (like Saabs) is not necessarily the best for a sports car, nor is it best for an econobox.
Is it Sophistication? Look at a small block Ford V8. Not hard to get 400 to 500 hp out of one, for less money than lots of smaller, fancier engines. Durable, too.
An engine we Saabers all know and love, the B234 is pretty interesting, given that the same engine that pushes around a 9000 CS with 170 hp can crank out 400+ with pretty much all the same internal bits.
This is a GREAT question and there are LOTS of very good answers.
Looking forward to this thread.
