It's kind of a silly consequence of the math.
Power = torque * rpm / 5252
(assuming you wanna use lbf-ft & horsepower)
So take a type of engine that likes to spin at 25,000 rpm. Say you need 200 horsepower, that means you want *only* 42 lbf-ft of torque. What's wrong with that?
But you need lots of reduction gearing. If you pick the wrong kind of transmission, you're setting it up to get a bad reputation from people who expect it to mimic the behavoir of some other kind of engine.
It's all a matter of expectations. Our beloved Saab turbo engines don't make much torque between 4 & 10 rpm. Nobody complains about that, & compares them against electric motors (which often don't need any kind of gearbox at all).
