The process for getting a driver's license in the US is a sham, and only breeds a sense of entitlement (it's in the constitution, right?!?).

Before the minimum age is raised, we should be looking at things like mandatory retesting of Senior Citizens, seperate testing for an SUV driver's license, more comprehensive instruction/testing. There are plenty of countries around the world we could use as models.
