Did I get this right from what you wrote - Europe has a 5-year lower drinking age and a lower accident rate? How does this support the argument that tightening legal limits will reduce accidents?
Yes that was taken out of context but you get my point. Also, while you may not beleive the 41 vs. 17 thing, the insurance companies do and they have put quite a bit of analytic effort into the problem.
In other ways, I do agree with your point. If you take 100 random 41-year-olds, how many of them posess good enough judgement to operate an automobile? 98 maybe?
Now take 100 randomly-selected 16-year-olds, and this is where you and I differ. You would deny a driver's license to all of them. My belief is that while the percentage is definitely lower, perhaps 75 of them either have good enough judgement already or are capable of developing it during the course of a good driver training class. The trick (and I'll admit it's tough) is filtering out the other 25. Regarding them, I'll admit I don't have all the answers. I strongly support better driver training and more stringent testing, but judgement is a pretty tough thing to objectively test, and I think therein lies the challenge.
