... Europe as such doesn't have any rules regarding minimum ages for drinking - nor for driving.
The vast majority of European countries have 18 as the limit for driving, although the UK, notably, has 17 - and Sweden even has some kind of restricted accompanied permit for 16 year olds.
As far as drinking is concerned the rules vary greatly: in many countries there's no limit, in others the limit is 15, 16, 18 or even 20 (e.g., Sweden).
Interestingly, although in the US a very low age limit for driving combined with a very high age limit for drinking gives rise to a relatively poor road safety rating, the opposite seems to be the case in Europe. The European countries that follow the same philosophy have the safest roads (the safest in the world, in fact): the above-mentioned UK and Sweden.
In Greece, on the other hand, anyone of any age can buy booze (cheaply) anywhere at any time - but you have to be 18 to get a driver's licence. And the roads in Greece can best be described as "carnage".
I think mentality plays a greater role than anything else - and you can't legislate mentality!
