I had one other thought relating to the discussion here about driver education.
It seems that many posters here, and I'm sure many parents, have the view that driver education starts at age 16 (or whatever the local legal age is).
But consider this: at that age, children have already spent *16 years* riding in the car and observing the driving behavior of their parents, siblings, whoever else. Is it really reasonable to expect a few hours of driver's ed. to completely change kids' thinking when they've spent years watching Mom and Dad tailgating, speeding, running yellow/red lights, etc. etc.?
