would be a huge step in the right direction. Minimum 15-20 hours of driving lessons with an instructor (including lessons on a low friction course) and then a written test followed by a 45 minute driving test where just one mistake will fail you.
Best results would be achieved when combined with an minimum age limit of 18.

Unrealistic? I don't think so. It's the current system here.
