Not sure of your age or if you have kids, but the insurance companies look at the age of the driver. And the demographics of accidents and the drivers involved. A teenaged female driver has a better rate than a male one, both get a better rate after two years of driving without an accident. It has been shown that younger drivers (not drivers with less time behind the wheel) are more prone to peer pressure and doing foolish things. If you started as a driver at 25 you'd start at a better rate than my teenage son at 17. California requires classroom education, behind the wheel education, and if you are under 18 you can *not* transport another teenager in the car unless 1) there is a licensed driver over 25 in the car with you *or* 2) you have been driving for over one year. Basically age and experience are required. And yes, it requires a signature from *both* parents to get the learners permit, which requires a licensed driver in the car when driving, and the after sufficient hours as a "learner" (I forgot the number...) you can then have your parents sign a statement that you have completed the hours, and then take the drivers road test (you had to take the written to get a permit) and the written again, to get your license. And the age and/or time having a license then applies. There is also a time of day restriction (driving after midnight is a no no) as well. Unless you are working on a farm, then you can drive early in the morning.
and it still doesn't stop drivers from taking poor choices while driving.
It's a shame about the kids in this accident. It's always a shame.
