I think the changes that Washington state have imposed have worked well. A few years ago a intermediate driver license program was put into place. According to the Washington State Department of Transportation there has been almost 60% reduction in accidents by 16 and 17 year olds. The IDL in Washington state did not raise the age, required more supervised driving time, limited passengers in the vehicle, time at which one may drive and imposed consquences if a moving violation or accident happens the license is suspended. When I was in high school there was on average one accident a day within 1 mile of our school involving a student, today there is only 2-3 a month without increasing the age.
