Can only agree about the budget cuts, however here in California the classroom and the behind the wheel is *required* to take the written for the drivers permit. then after you have driven 20 hours plus a number of hours after dark (and ALL with a licensed driver over age 25) you can then take the test to get a *provisional* license (after mom and dad sign on the dotted line). You need to pass the drivers, and then take the written again. *Then* you must drive either alone, or with a licensed driver over 25 (which allows you to take other passengers) for 12 months (used to be six months until 1/1/06) and not after midnight, or until you are 18. The drivers behind the wheel test is much as you mentioned, but they don't do a parallel parking like I had to do in Virginia. Virginia put cones out to simulate the car in front and behind you. Hit a cone and you failed baby, no if ands or buts.
But I have taken the little Saab driver out on several extra curricular events, and hope that all parents have the time and inclination to do so.
There is something about driving down the freeway as a passenger and having the driver explain to you what is happening when you hyroplane, what to do and not do, and having the driver put your hand on the wheel to experience what it feels like.
And then there is that "when you go into a skid turn into the direction of the skid to recover..." brainteaser... If a picture is worth a thousand words then actually doing it is worth 10x that...
