Once upon a time all the little imports were dual. I worked at a Fiat, Triumph, Subaru, Renault and Land Rover dealer in the 70's. If the dealer's original franchise agreement signed in the 60's, 70's, 80's or whenever didn't prevent duals and most didn't including BMW, than no requirement to undo the duals. Duals were "grandfathered".
However if the franchise is sold or transferred than all the modern dealer agreements prohibit duals or at least make the dealer build a brand specific showroom on his multi-line building.
The duals in New England are probably old established dealerships.
