only issue might be, is the tramp car the result of the car, or the owner? early model years can often simply be the car. but the owner that has problems (due to lack of maintenance) + complains loudly, could easily have the same experience with any car...
other thing is such a program is non-selective because it provides valuation irrespective of mechanical qualities (at least if there is a single fixed upper cap)... a lot of de-valuation is age... so a new tramp might not qualify as a clunker (too valuable)? What could be done is have an age based cap + evaluate each car on trade in, sell the best ones (at all ages and price points) and filter out the junk. Of course would have to be careful to not provide incentive for owners to not look after cars (through discount level?)...
not a bad idea... kind of a more sensible cash 4 clunkers without the green syrup!
