Nearly 40 years of real life experience should have put such pipe dream to rest. The UK did institute substantial gasoline tax in the 1970's, precisely the pretext of dampening import oil price shock. So did that tax get repealed when the UK became a major oil exporting nation with the discovery of North Sea oil around 1980? Nope. The tax money found a constituency that would vote to keep the tax and themselves paid despite the original rationale was long gone. "Enough flexiblity to be reduced during times of high oil prices?" How? The politicians will make sure the constituency dependent on that tax revenue would face hardship during high oil price. When oil hit $12/bbl, the UK was exporting oil at $12/bbl, while slapping their own citizens with the equivalent of $100/bbl at the gasoline pump. What logic can there be? except for government bureaucratic self-aggrandizement.
Counting on government to do alternative energy research is even more laughable. If ywe want something fail, put the government to do it. Government put enormous amount of tax subsidy into corn ethanol, when the farmers themselves wouldn't even convert their farm equipment to using ethanol instead of diesel. What are the chances that ethanol would be viable after hundreds of miles of shipping and multiple layers of distributors, when it's not even viable on the farm itself?
