The proven reserves are not proven. OPEC countries are not in any way obligated to be truthful with their estimates, and it is against their interests to be honest about how much oil they control. Think about it, if Saudi Arabia tells the world their reserves are x, and at current use, this amount will be depleted in y years, they have in essence shot themselves in foot because they lose their bargaining power. But if they continue to exaggerate their totals, they can continue to leverage the market to their advantage, even if their wells are running dry.
To the original question, I have argued for years that an artificial ceiling of say $4/gallon would have done much to change how our country uses oil. If the real price were $2.50, but the pump price were $4, that difference could be used for infrastructure maintenance etc. I know this is a regressive tax, and it ain't perfect, but our sense of entitlement over low fuel prices has to stop sometime.
