40-mile alleged range is extreme ideal condition. Driving conditions vary even when the battery is new. As time passes by, Li-Ion batteries lose about 25% charge capacity every year even if kept at 68 degrees constant room temperature. In real life, the car is going to be in the sun, which means higher temperature and faster charge capacity decay.

There are only 52 calendar weeks in a year. There are about a dozen legal holidays in a year; that already cuts total work day count to 250. People who can not have 30-50 days for vacation, sick days, personal days or business travels probably are not in the market for a $40k car.

There is no more reason for employers to install charging station and provide electricity than for them to put a gas station in the parking employee lot and provide free gas. In fact, considering the increased fire risk involving Li-Ion batteries, employers may well require plug-in cars to park far away from the buildings.

EPA can make up whatever number it wishes, doesn't make it true. Its 99mpg equivalent claim is obviously based on 10mile or so average commute. At that commute distance, the Volt can not pay itself before the battery expires due to thermo decay. That commute distance assumption does not at all help finding a way of justifying the high cost of Volt. Also, the $40k price only represents less than half of the true production cost of the Volt. Taxpayers are being dragooned into paying another $50k or so for every Volt built.
