That's why government officials are ill suited to pick and choose winners.

Take for example, the computers that you mentioned. What kind computer development would the government officials have picked as worthy of spending looted money on a couple decades ago? Certainly not the computers we use today. This is not even hypothetical. The litmus test actually took place: whereas the US government let the computer industry be in the 80's and early 90's even as quite a few previously dominant computer makers went bust (e.g. Digial Equipment Corp, Wang Labs, Cray Research), the Japanese government (with much fanfare praising from an earlier generation of the gullible government-worshipping crowd) went into high gear with their government sponsored research and development into the computer industry. Guess what happened subsequently? Microcomputer revolution and the Internet saw massive growth in the US, whereas the Japanese wasted billions of looted public money on room sized super computers built by the stalwarts of Japanese computer industry like NEC, Toshiba, even as their American counterparts were replaced by newcomers like Intel, Microsoft, Dell, Oracle, Google, etc..

Do you really believe a company like GM, with political beholdeness to the labor union, is really a place for developing next generation automobile technology? It is the DEC, Wang and NEC of the automotive world: has-beens wasting natural resources and human labor.
