I'm not going to claim to be an expert on this (mainly because I've never really done this, I always get 4 new tires and rotate regularly), but my impression was it was best to put the new tires up front. Here's a video (admittedly from a tire company) that attempts to demonstrate this with 50% worn vs new (the car with worn tires on the back fishtails in standing water ar 45mph, worn tires up front has no issues at the same speed):
