If you can afford it, Northern California is a great place to spend in school. Working there, however, is a bit hard: traffic is brutal and the housing costs are phenomenal. But, it has great weather and a ton of stuff to see. Arizona is also nice during the winter. I orgininally had my sights on Berkeley (affectionately known in CA as "Berzerk-eley"), but went to Arizona State (Phoenix) for engineering and Univiversity of Arizona (Tucson) for law after my parents moved to Arizona. These are both good schools, but very big. Nonetheless, you can easily get a room off-campus for relatively cheap, and they have plenty of room on campus. One thing to caution you about is the fraternities, should you be going this route. In Arizona, fraternities tend to party a lot. It's very hard to be an engineering major while in an Arizona frat. Not impossible, but harder than, say, at Stanford or MIT.
The life out west is a bit different than in the east. I personally think that moving out of the east is beneficial, as it broadens your horizens a bit more. West coast people think, act and dress a little bit differently than east coast people. Also, there tends to me a more culturally diverse population in, for example the Bay Area, and in, for example, Connecticut. Near Berkeley, there's two chinatowns and other similar spots for other ethnic groups. The Bay Area is much more culturally diverse than CT.
