After reading this, it sounds as though the OnStar and GPS services work independently of each other. Is the coverage map for Verizon only? I can't see how any particular area wouldn't have GPS location ability as long as there is a clear view of the sky. If so, OnStar's GPS location service could have found the Kim family by satellite if it had been available on the 9-2 they were driving.
