I'm sure the brakes kept the speed somewhat in check at first, but as they heated up and got to the point of overheating - flames coming out of the wheels - they no longer offered any braking power allowing the vehicle speed to go unchecked.
Just this week I've thought of a somewhat related concern. My Silverado has an aftermarket cruise control system installed in it. Could the cruise control system go haywire and decide to open up the throttle by itself and not release it? I suppose it could happen to a factory system as well, however, I've never seen a story about something like this happening.
As we're all saying here, your first thought should be neutral in a situation like this.
