What's your basis for claiming any car can be stopped by its brakes at full power? If you're comparing it to standing on the brakes while stopped and trying to goose it, that's a much different case of static versus dynamic friction, even before you factor in brake fade caused by overheating. Consider also that they were on a downhill stretch in addition to being at full throttle, and then what others have said about running out of vacuum in the booster.
Also, the person who called 911 was a passenger in the back seat, not the driver. His choice to try to get help was a lot better than just sitting there screaming his head off.
If there's anyone to criticize, I don't think the 911 operator was at all helpful. He didn't seem to grasp the danger they were in and appeared to just sit there listening to them. Perhaps in the background he was looking for suggestions of what to do, but maybe this is another type of situation they should be prepared to handle. Had he taken charge and given the caller several suggestions to relay to the driver, maybe something would have worked in time to save them.
