Peer review is a poor substitute for scientific method with falsifiability proofs. The historical record on various peer-reviewed theories that assert human activity as having significant impact on climate has been a very poor one:

1. Back in the 1970's, the predominant peer-reviewed theory postulated that tail pipe emission, especially SO2, was causing global cooling, and human society would soon be destroyed by an ice age brought on by cars. Turns out the planet was just coming to the end of a cooling period when people were coming to those consensuses.

2. From 1870's to about 1930, the predominant peer-reviewed theory was that modern farming would moisten local climate conditions, especially in semi-arid areas like the Oklahoma plains. Turns out, the region was just experiencing a wet period as new farms moved in. The Dust Bowl put an end to that theory.

3. For thousands of years, the predominant peer-reviewed theory postulated that especially horrendous climate and weather conditions were gods' punishment for your neighbor's ill behavior. Many neighbors were put to death as putative solutions to that problem, often under variants of the Pascal Wager: it's a small price to pay to put some to death, just in case the gods really were mad (few dared to question their existence).

There is no hidden agenda necessary for the climatologists to become alarmist, simple self interest would suffice. How often do you tell your clients that your service is unnecessary? or have little effect on their business? Instead of making presentations that your work is extremely important and they need to buy the maintenance service? Libertarians have no hidden agenda; they come out quite openly and clearly that each individual should control his/her own life, and the society would be better off with individual choices instead collective decision making. It's the statist fear-mongers who do indeed have hidden agenda: they don't tell you exactly who "the government" is. In reality, "the government" is simply a monopolistic jobs program for the statists office-seekers themselves.
