That's certainly a possibility. IMHO, OPEC countries are mostly just tax farmers for the US military-industrial-banking complex: they are a crucial link in the petrol-dollar recycling system. Most of those countries were allowed to gain control of oil production on "their" land during the early years of the Cold War, with most of the oil revenues to be recycled into US bonds and other financial instruments in the US, so that the rising numbers of American motorists back then could be taxed to support the Cold War without an explicit tax, which would make Cold War extremely unpopular. After the industrial rise of post-WWII Germany and Japan, the tax was extended to them as well.
If alternative energy actually worked, it would be quite a disaster for the US central planners (not necessarily the American people): countries like Japan, Germany and China would have less need to export their goods to the US if they did not need dollars to buy oil.
Given that supposition, one can only interpret central planners' intervention in alternative energy research as a way to ensure that it doesn't work: by directing research funds (and consequently brains) towards dead end projects . . . a rather creative application of the principle that government monopolies ruins everything that it touches. LOL. It is no co-incidence that so much government resources has been wasted on corn-ethanol, especially the program being vastly expanded during the previous big-oil controlled administration, leading to the worldwide food riots today.
