...as there are no moving valves. As such the muffler affects flows differently. Once the Cheks invented better mufflers for 2 strokes, the Japanese smuggled the inventor guy out of the Soviet Union and he began to design bikes in Japan. That is why the Japanese had such awesome 2 strokes for so many years (until the rest of the world caught up).
4 strokes have valves and so are different. Rotary engines seem more like 2 strokes to me, so I wonder how their mufflers affect them.
