I lived in the south for a few years and I noticed that seemed to help this situation. It gave the unions some competition and made them more responsive. For instance, lets say you need some electrical work done and you go to different contracting companies to do the work, you will find that the ones that use non-union labor are cheaper, but you will also find that they do not do as good quality work (in general) as does the ones who use union labor. There it seems that the unions have to keep good quality workers in order to compete for jobs. If you see a worker on the job that isn't cutting it, you complain to the shop steward and he will see to it that the situation is resolved, pronto.
