Not sure how Labor Movement was a check on the growth of monopoly even in history. Comes to think of it, didn't Labor Movement bankrupt a number of smaller carmakers through their negotiation tactics of creating a standard contract with one of the dominant carmakers then apply it to the rest of the industry? It played right into the hands of the big carmakers: creating a labor contract so onerous that would bankrupt the smaller carmakers.
The urge to create monopolisitc profit is simply human nature (Labor Union itself being a monopoly, etc.) Some do it through innovation (patent laws) that have redeeming value, others just do it via flexing political muscle. The more muscle the government (or its special interest clients, like a labor union or a government-owned/sponsored enterprise) has, the more easily the same political muscle will be put to use by a selfish group for creating monopoly. Take for example, environmental regulations entrench energy and power monopolies (including refining of gasoline).
