This is what I learned 30 years ago as a Sears tire sales guy, good tires to the rear. In any low traction situation, FWD or RWD, when a car has a blow out it's always much easier and safer to control in the front. A rear blowout makes any car a three legged stool with two legs up front that want to get behind the one leg in the rear. You can still steer pretty well with one flat and one good front tire.
Also true in a hydroplaning situation, you'd definitely want the fronts to come off the ground first or instant endo.
Newer tires definitely have more traction and hydroplaning resistance than half worn or more.
