How are you coming up with that figure?
Good winter tires have several times more traction than summer tires in snow and ice, and at least twice as much traction as "all-season" tires.
A friend of mine did an interesting test last winter. Braking from 40 km/h on a road with packed snow, on the same car the braking distance was twice as long with premium all-season tires compared to premium winter tires.
As for AWD vs FWD. Your argument concerns "getting going". Well with a good set of winter tires, getting going isn't a problem with a FWD car. Even on ice. As long as you know what you're doing and haven't put the car in a snow bank, you won't get stuck.
Yes, a car with AWD and all-season tires might have an easier time getting going, but when it comes to the important stuff - IE braking and turning, the AWD and SUV with all-season tires will be much MUCH MUCH worse. The SUV doubly so because of the extra weight.
Best would be an AWD car with winter tires, but that's a rare sight in the US.
