The 30% estimate come from industry publication. I tend to believe that particular number because I have first-hand experience with 60% vehicle weight being on two wheels shod with dedicated snow tires and the car being stuck, where as all-season on an AWD getting going without any difficulty.

Summer tires obviously are very different from all-season tires. There are also significant differences among all-seasons. The "premium" all seasons are the high performance all seasons; that's not the type you want in snow and ice. The less expensive all-season "touring," "grand touring" or even "all season passenger tires" are much better bets in snow and ice . . . and they are the vast majority of all season tires sold, no the "premium" all season designed for high performance in the other 3 seasons.

As for "as long as you know what you are doing," we here in the northern US get much colder and more icy winters than North Sea and southern Baltic coasts. Snow banks are often the only place available for parking. You either take that spot, or spend half a day circling the blocks looking for a better parking spot. My own drive way became fully covered by snow/ice every year in the last few years . . . simply because the plow guy ran out of space to put snow, and had to spread it around and hope for the best. It's also a common sight to see all 3 of my vehicles surrounded by foot-deep snow over night. Digging the convertible out would be hopeless (so I have been leaving it in the garage). Digging the wagon with snow tires out would be iffy as it would quickly drive onto snow/ice bank on its way out in late winter (solid black ice under new snow) and get stuck there. The Highlander AWD shod in all-season tires can usually get out without digging at all after removing snow on the windows and roof. It also does a reasonably good job pulling the other two out when necessary.
