With a private seller at least you can size up the person and know that the person you're talking to is the one who actually drove and maintained (or not) the car.
Almost all cars at dealerships are bought at auction which gives them a very convenient (and true) way to disclaim any knowledge of the car's history.
On a related note, I always find it amusing how many small-time or individual dealers/mechanics/etc. will tell you they go to auctions and bring back "only the best" cars. Well... if everyone's bringing back "only the best" cars, who's getting the other ones? ;^)
