Complete service records are valuable. Even partial service history is useful.
I don't think it is essential, but if they aren't available, the value of the car must be lowered. So, as a seller, keeping records is a good thing!
If you buy one without records (at a great price of course), you should thoroughly go over the car a) before buying (to make sure it looks good, determine what needs repair, and value it appropriately), and b) before driving it much (to fix anything that is wrong to avoid being stranded)... both of these steps can be done DIY or (probably better) by a saab indy...
I did this. I bought a 9-5 (300 miles away) for a great price with my own inspection. Indy picked up on a few extra things to do (always the case)... there was 1 gotcha we both missed, but fixed in that first year... overall, great purchase, even without records.
*but* on an older 9-5 or og9-3 in the sludge prone years, the oil change history is very important. without it, budget a pan drop... v6 no history, budget a timing belt/pulleys etc change... serpentine belt/pulleys also would be in question without history (a new looking belt is not enough info because some change only the belt, and then a pulley goes!)...
on the very old/classic models, all that matters is the price and the condition of the body... and then I suppose motor and tranny... everything else is fixable... I suppose on a really minty one with a premium price, history matters to prove things have been replaced already, otherwise there will be stuff to repair immediately (a garage queen with minimal work done will have hoses and other rubber parts ready to go etc due to age)...
