About 6 years ago a friend had it done in Canada. Back then the exchange was MUCH better. But I think it very comparable to US now. You would have to make a few trips to canada plus have a driver on the way home.
My roommate just had his eyes done and he got the most expensive plan....which uses the latest technology. I think it was $1400-1600 per eye...cant remember. That includes free lifetime adjustment surgery. On the less expensive plans the tool to make the first cut on the cornea is different. Its not as precise therefor can only correct x amount of vision. The laser cut/more expensive one is more precise and uniform making a thinner cut which can correct a wider range of vision.
I'm next...just need to save some $$.
