The amber/yellow signs are simply advisory signs. The speed posted on such signs is not an enforceable limit, but is recommended. In some cases, the speed reflects the curve design (i.e. banking and radius), in other cases, it simply indicates a reasonable speed (like multiple intersections ahead, etc.) In any case, they are not posted speed limits.
In many states, there are even differences in the white signs. In CA, there is a difference between a white sign stating "Maximum Speed 55" and "Speed Limit 55." My understanding is that the Maximum verbiage is a hard-and-fast upper limit. You can be cited for 1mph over this speed. The "Speed Limit" is not so hard-and-fast, although there can always be a case made for why driving over the "limit" is not warranted. I should look up the vehicle code on this one again. It's been a while.
I'm sure some law enforcement officers have biases. They are people, after all. I don't think that Saabs are favored in a more general sense though.
When my dad had an Alfa GTV ('69), he was pulled over once and the LEO just wanted to admire the car. I don't think that happens like it used to. Too many people would file a suit against the agency for behavior like that.
Now, a MC Yellow Viggen is a whole 'nother ball of wax compared to a base model '01 9-5 wagon in terms of drawing attention.
