What's changed now is how much the systems are closed/proprietary and the lack of availability of information.
"Way back when", most vehicle systems were documented (as in service manuals) and with a little knowledge you could figure things out just by looking. This continued to be true when computers first appeared in cars... you couldn't tell what was going on *inside* the computer, but that was rarely a problem.
Nowadays, all sorts of things depend on communication between computers, and when there's a problem in that area it can't be diagnosed or repaired without specialized and extremely expensive equipment. Compounding this are the various anti-theft aspects, which do their job well but also prevent people without the proper equipment from performing many repair/adjustment tasks on the car.
Oh and one side note: if you think a Tech II is expensive... a buddy of mine owns an independent Mercedes shop. The equivalent tool for working on those cars is $22,000 and to be useful requires an annual updates subscription that costs several thousand dollars. Ouch!
