Mixer valve is busted. I had this once on a single lever kitchen faucet.

CLR Cleaner for shower head, just soak it.

Oh, was this happening before the new water heater. If no, then the tankless water heater doesn't have enough juice for entire house. Maybe a bigger system is needed.
